Speed Limiters on Lorries: the Deadlines, the Grant, and the Order to Do It In
This one has a deadline attached, and a grant that quietly disqualifies you if you do things in the wrong order. Both are worth ten minutes of your time.
Traffic Police require lorries with a maximum laden weight between 3,501 kg and 12,000 kg to be fitted with a speed limiter that stops the vehicle exceeding 60 km/h. As of October 2025, about 40% of the lorries facing the first deadline still hadn't fitted one.
Here's whether it applies to you, when, what it costs you if you miss it, and how to get half of it paid for.
Does this apply to my lorry?
Two things decide it: the maximum laden weight on your log card, and when the lorry was first registered. If the maximum laden weight is 3,500 kg or below, or above 12,000 kg, this particular requirement isn't yours.
The deadline table is below. Find your weight band, then your registration date.
What happens if you miss the date
Two separate problems, and the second is the one that actually stops your business.
The fine is currently up to $1,000. There is a proposed change in 2026 to raise the maximum to $10,000 — worth knowing before you decide to leave it.
The bigger issue: the speed limiter is checked at your periodic inspection. No limiter, no pass. A lorry that can't pass inspection can't legally be driven, and that's a vehicle sitting idle rather than earning.
The grant — up to half the cost
Enterprise Singapore supports speed limiter installation under the Productivity Solutions Grant. It covers up to 50% of the eligible cost, capped at S$30,000 per financial year across all your PSG claims.
The support window runs from 1 October 2025 to 31 March 2027. To qualify, your business must be registered in Singapore, with group turnover not above S$100 million or at most 200 employees. The lorry must be used in Singapore.
One important limit: the grant is offered for lorries whose deadline has not yet passed. If you've already missed yours, fit the limiter anyway — but check your eligibility before assuming the grant is still there.
The order matters — this is where people lose the grant
Read this bit twice, because it's the part that catches people out.
You must NOT pay any money — including a deposit — to the installer before your grant application is submitted. Retrospective applications are not supported. Pay a deposit first and you've disqualified yourself from claiming anything back on that lorry.
So the correct order is: get a quote, apply, wait for approval, then pay and install. Not: book it in, pay the deposit, then look into the grant.
How to do it, step by step
Working order, start to finish:
- 1. Check your log card
- Confirm the maximum laden weight and the registration date. That gives you your deadline from the table above.
- 2. Pick an authorised agent
- Only Traffic Police authorised agents can fit a compliant limiter. There were 61 of them as of October 2025, and the current list is published on the Police website — link below.
- 3. Get a written quote
- Ask for it in writing, and do not pay a deposit yet. Ask the agent whether they're listed under PSG, as that makes the application straightforward.
- 4. Apply for the grant first
- Submit on the Business Grants Portal using your Corppass. This must happen before any payment changes hands.
- 5. Wait for the outcome
- Don't book the installation around an approval you haven't received yet.
- 6. Install, and keep the paperwork
- The agent does a compliance check at the point of installation. Keep the invoice and the compliance record — you'll want both at your next inspection.

Read this before you use any number above
- The weight that matters is MAXIMUM LADEN WEIGHT on the log card — not unladen weight, and not what you actually carry. Check the card rather than guessing.
- The limiter must hold the lorry to 60 km/h and must be fitted by a Traffic Police authorised agent. A limiter fitted by anyone else does not make you compliant.
- These dates and the fine amounts are as published by Traffic Police and correct as at August 2026. Confirm on the official page before you rely on them.
